Health and Safety Specialist

Entry-Level and Promotional

ENTRY-LEVEL SALARY: $ 51,980.00 annually

PAY GRADE RANGE: $ 51,980.00- $ 83,168.00 annually (Pay Grade 313)

The City of Knoxville requires as a condition of employment that all newly employed individuals, former employees that have been re-hired, or employees promoted to a new classification will receive their paychecks by way of automatic direct deposit.

Starting and promotional salaries will be determined based upon applicant qualifications and in accordance with Civil Service Merit Board Rules and Regulations.

MINIMUM REQUIREMENTS

Unless stated otherwise, applicants must possess and/or meet the following minimum requirements prior to the application deadline.

  • Current City Employees may apply, but must have completed initial Civil Service probationary period and must have received a satisfactory performance rating on their last evaluation to receive promotional preference.

· Must possess or be able to obtain a valid Tennessee Driver’s License.

· At least 60 hours of coursework from an accredited college or university with a major in Industrial Safety, Occupational Health & Safety, Sports Medicine, Human Factors & Ergonomics or related field and 2 years’ experience in a safety related position.

OR

· A Bachelor’s degree from an accredited college or university with a major in Industrial Safety, Occupational Health & Safety, Sports Medicine, Human Factors & Ergonomics or related field.

OR

· 5 years progressively responsible experience in a safety or injury prevention related position.GENERAL DESCRIPTION

Under administrative supervision, assists in minimizing accidents, occupational injuries and illnesses, and liability and workers’ compensation claims by providing instruction and training in accident and injury prevention to all departments and levels of City and KAT employees, performing or coordinating safety and loss control inspections of City and KAT operations; investigating accidents and losses involving City and KAT employees, properties or activities; and tracking, analyzing and reporting losses and trends.

ESSENTIAL FUNCTIONS

Evaluates unsafe conditions and practices according to factors, such as severity of potential injury, probability and frequency of occurrence, likelihood of recurrence.

Advises Risk Manager and Director of non-compliant sites and works with various locations to improve safety in order to mitigate losses.

Inspects worksites, reviews safety related records of each department, and observes employees at work to determine compliance with safety regulations, policies and procedures; safety of equipment; and use of safe methods and practices.

Documents findings and issues inspection reports, particularly with respect to OSHA regulations.

Investigates the causes of injuries, accidents and other losses, including interviewing supervisors and employees to obtain facts about work practices or accidents.

Provides information and training regarding prevention of accidents and injuries.

Assists in tracking, analyzing and reporting on losses and prevention.

Trains employees on OSHA related topics annually, including but not limited to defensive driving and OSHA related trainings.

Coordinates with other safety personnel and other departments on necessary training.

Leads and/or participates in safety committees and related groups as requested.

Assists risk management staff in liability and workers’ compensation claims, including but not limited to photographing, investigating, and communicating with claimants.

MARGINAL FUNCTIONS

Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the causes of injuries and accidents, including ergonomic/biomechanical causes.

Knowledge of techniques of job safety analysis, safety inspection, and investigation.

Ability to understand and interpret safety regulations and technical documents as well as medical and ergonomic terminology as related to muscular skeletal injuries and prevention.

Ability to work with and support line management to implement practical, proactive injury and accident prevention processes.

Ability to develop and make comprehensive presentations on behalf of the department/City.

Ability to work with all levels of personnel within the organization.

Knowledge of PC computers and standard software packages (e.g. Microsoft Word, Excel, PowerPoint).

Knowledge of conflict resolution skills and interviewing techniques.

Ability to review source data and become knowledgeable of departmental activities, programs, policies, procedures, municipal rules, and regulations.

Ability to perform field inspections, drive vehicles, cross rough terrain, and enter areas of limited access.

Ability to keyboard 50 words per minute.
